PROJ 2019 LGSF-AM

The Local Government Support Fund - Assistance to Municipalities (LGSF-AM) is a fund that aids municipalities in delivering basic services to their constituents. Among the fund’s focal areas is the strengthening of Local Development Councils (LDCs) as able partners in national development. The LGSF-AM program is connected to the national thrust of realizing a responsive set of national priorities and budget.

The aim of the baseline study is to establish baseline information on current performance of municipalities covered by the LGSF-AM program in identified key areas of service delivery in infrastructure (e.g. horizontal and vertical linkages of LDIPs). The said study shall serve as reference in the measurement of achievement of desired changes over time, an aid in the evaluation of program effectiveness.

The primary data collection involves the conduct of two sets of face-to-face surveys, one of representatives of local government unit (LGU) planning teams and one of civil society organizations (CSO) representatives. The targeted survey respondents reach to more than 4,000 LGU representatives and about 1,373 CSO representatives (1 per LGU). OIDCI implements this project using the Computer-Assisted Personal Interviewing (CAPI) method.

LGU mechanisms for the planning process, including the development/updating of the Comprehensive Development Plan (CDP), Local Development Investment Program (LDIP), and Annual Investment Program (AIP), are assessed in the first-level survey of LGU representatives. How the LGU’s mechanisms conform to the DILG-recommended planning process is included in said assessment. The second-level LGU survey gathers individual perceptions on various aspects of the local development planning of LGUs. For the survey involving CSO representatives, the extent of CSO participation in the local planning process is assessed; similar to the second-level LGU survey, the CSO survey also gathers perceptions on various aspects of LGU development planning.

The three surveys are comprised of semi-structured interviews (SSIs) administered by OIDCI-fielded enumerators via the CAPI method. Pre-testing for the tablet-based survey instruments is included in the training activities for enumerators. The enumerators will also be guided by Field Manuals and a Field Procedure Plan, which contains the quality control plan and quality control instruments.
