| Description |
OIDCI is calling for expressions of interest from well qualified international and national advisers for AusAID’s Philippines Provincial Road Maintenance Facility. The facility is due for tender in August 2008, and will require a team based in the Philippines for the project duration of 5 years.
The facility seeks to provide assistance for: |
| 1. Improved planning and management of the road sector by provincial government departments – particularly relating to road maintenance activities. |
| 2. Strengthened public administration (including budget, fiscal management and tax revenue collection) and governance of relevant provincial government agencies. |
| 3. More efficient and effective maintenance of priority roads and bridges. |
A major objective of the facility is to redress the neglect of provincial roads and bridges by providing institutional support for their rehabilitation and maintenance. |
| Tendering is expected August 2008 for a full time 5 year input based in the Philippines. Key attributes of a successful candidate in this instance would expectedly include: |

- A related degree in engineering
|
- Previous work providing institutional strengthening and governance reform to Philippines institutions – preferably at the provincial level.
|
- Roads/ infrastructure experience, preferably in the area of maintenance at the provincial level
|
- Experience with procurement and bidding documentation
|
- Strong team leader experience including financial management, M&E, project start up etc,
|
- Capacity building/ institutional strengthening and institutional reform particularly in finance, procurement and planning areas
|
- Philippines experience, preferably in Mindanao and the Visayas
|
- Previous AusAID Facility experience a preference.
