This expertise expresses OIDCI's belief that Effective Local Governance - which is at the core of OIDCI's key projects - is key to empowerment of civil society and to project sustainability. OIDCI participates in the devolution of centrally managed services to local government units (LGUs) through the formulation of planning and management systems and technologies that empower local government units and raise their financial resources.
