Capacity building
in effective client service delivery ongoing
at the
Ombudsman
OIDCI is managing a two-month training on
“Capacity Building in Effective Client
Service Delivery by the Office of the
Ombudsman Frontline Staff” beginning on
March 26, 2007.
The training, which is under the sponsorship
of the Philippines-Australia Human Resource
Development Facility, aims to enhance the
efficiency and institutional credibility of
the Office, and promote general public
satisfaction of frontline services rendered
by the Office.
There are three components in this training,
each with specific outcomes. The five-day
Component 1: Principles and Practices for
Effective Frontline Services Management for
the OMB is expected to imbue participants
with a deep understanding and desire for
Public Service Excellence. The 20-day
Component 2: On-the-Job Mentoring/Coaching
engages participants in learning specific
skills and applications to address current
areas for improvement in client service
delivery, along with participants’
translation into action of concepts learned
in Component 1 and their knowledge of
workplace realities.

OIDCI undertakes household survey for
HealthGov
OIDCI recently implemented a
household survey under the USAID-funded
“Strengthening Local Governance for Health”
(HealthGov) project. This is the second
activity of OIDCI under the existing
sub-agreement between OIDCI and the lead
firm, RTI International.
The survey was conducted in May 2007 and
covered 3,000 households in 29 provinces
that are assisted by the United States
Government (USG).
OIDCI bid the conduct of the household
survey and awarded the contract to
Demographic Research Development Foundation,
Inc. (DRDF), a duly registered non-profit,
non-stock private organization that promotes
and undertakes research, training and other
related activities on population and
development. OIDCI, in collaboration with
the HealthGov M&E Adviser, handled the
review of the survey plan, sampling design,
training materials and instruments;
monitoring of the progress of data
collection; and verification of the quality
of data collected and the preliminary
results of the indicators.
HealthGov is one of the six Cooperative
Agreements that are implementing the USAID’s
Operational Plan (OP) to achieve its
Strategic Objective 3 (SO3) stated as
“Improved Family Health Sustainably
Achieved”. To measure the progress towards
achieving SO3, a total of 55 OP indicators
had been identified to monitor these
USG-assisted health programs in the
Philippines that cover HIV-AIDS,
tuberculosis, maternal and child health, and
family planning and reproductive health. HealthGov
covers the collection of baseline data of
seven of these OP indicators. These seven
indicators fall under the HIV-AIDS, maternal
and child health, and family planning and
reproductive health programs.
