  OIDCI subsidiary completes Kalayaan Integrated Solid Waste Management
     Sub-Project


The Environment and Natural Resources Consultants, Inc. (ENRCI), a subsidiary of the Orient Integrated Development Consultants, Inc. (OIDCI), completed on December 15, 2006 the Preparation for the Feasibility Study and Detailed Architectural and Engineering Design for the Kalayaan Integrated Solid Waste Management Sub-Project, a component of the Laguna de Bay Institutional Strengthening and Community Participation (LISCOP) Project. The Laguna Lake Development Authority (LLDA) awarded this project to the ENRCI in September 2005.

ENRCI prepared the Initial Environment Examination (IEE) Report and the detailed engineering and architectural designs (DAED) of the proposed solid waste facility. The DAED includes a bill of quantities and materials, and technical specifications of the proposed facility. ENRCI also prepared a guide for the solid waste facility operations that included basic waste handling and use and maintenance of equipment.

  Sipalay City engages OIDCI in its 2006-2015 development plans

The City of Sipalay through Mayor Oscar C. Montilla, Jr. commissioned the Orient Integrated Development Consultants, Inc. (OIDCI) in July 2005 to assist the City in preparing the Sipalay City Master Development Plan and Comprehensive Land Use and Zoning Plan for 2006-2015. The Plans were completed in November 2006.

The planning process for Sipalay was participatory in nature, with representatives of key stakeholders shaping the framework, direction and priority thrusts for the development of the City.

The Master Development Plan for Sipalay City provides the development framework, strategic direction and thrusts, and investment program to be pursued by the City in the short term (1-3 years), the medium term (4–6 years), and the long term (7–10 years). This is in consonance with the Vision and Goals of the People of Sipalay, as well as the existing and emerging provincial, regional and national plans and priorities. The Master Plan also includes the implementation program with provisions for the institutional and organizational system to carry out the Plan.

The Master Plan and the Comprehensive Land Use Plan (CLUP) addresses certain incompatibilities and misuse of land, maximizes the area’s natural assets and production potential, rationalizes urban land utilization within the context of emerging needs of the new city, and provides the spatial framework for crafting the city’s long-term development along a more sustainable path.
