Foundational Expertise
A group of professionals, technical experts and development workers with field-tested and pioneering expertise in integrated area development (IAD) banded together in 1983 to establish OIDCI. As OIDCI developed environment and natural resources (ENR) expertise, our Integrated Approach was enhanced with concerns for environmental protection and the sustainable use of natural resources.
Integration of ENR Expertise
Partnership with environmental scientists from the Institute of Environmental Science and Management (now School of Environmental Science and Management) of the University of the Philippines at Los Banos led to OIDCI pioneering efforts in the development and application of environmental and natural resources management technologies. Thus OIDCI became a major force in the development and applications of sustainable development technologies in the management of the country's environment and natural resources.
In dealing with natural resources management, our experiences in IAD lead us beyond the physical resources, and make us think differently of integration with other sectoral resources in geographic context to optimize protection. OIDCI has the multi-disciplinary expertise to implement the landscape approach in integrated resource management in all its dimensions.
Making Devolution and Local Governance Work
Local Governance was added to OIDCI consulting focus in 1994. OIDCI believes that effective local governance - which is at the core of OIDCI's key projects - is requisite to the empowerment of civil society and to project sustainability. OIDCI participated in the devolution of centrally-managed services to local government units through the formulation of planning and management systems and technologies that empower local government units and raise their financial resources.
Additionally, the introduction of devolution and governance technologies in area development and environment and natural resource management is another pioneering consulting experience of OIDCI that is now being emulated in other development initiatives.
Capacity Building is OIDCI Consulting Responsibility
In 1998, OIDCI formally launched its Training Services with accreditation from the Civil Service Commission and the Professional Regulations Commission. OIDCI considers the 'transfer of technology' as part of consulting responsibility. It has embedded training services in many of its TA projects. It has also expanded its training services to include customized training for a broader range of clientele such as LGUs,
national government agencies and NGOs.
